(does not survive router reboot)

Login to Router Administration:
http://192.168.1.1/
Firewall Settings
Port Forwarding
UDP Any -> 9 to 192.168.1.254
Enable the port forwarding only when needed.

Above ARP workaround appears to work for Actiontec MI424-WR and Actiontec GT701-WG routers.
Will probably work for most any router where a static ARP entry can be set.
